What we do
In certain cases, an organization or contracting authority issues a contract in the form of a tender. A tender is a procurement method whereby a contracting authority issues a proposed (public) contract. After the contract has been issued, participants can bid for it. The contracting authority or organization selects a winner from these bidders based on objective criteria. This winner becomes the contractor and can proceed to execute the contract.
Bidding organizations may not mutually agree whether or not one of the organizations will bid for a specific assignment. This would result in a situation where organizations could decide among themselves who ultimately wins the tender, and this goes against the spirit of a tender.
