The Platform-to-Business (P2B) Regulation sets rules for online platforms and search engines that provide business users with access to consumers. Among other things, it mandates transparent terms and conditions, explanations regarding rankings, and an internal complaints procedure with independent mediators. The rules do not apply to every webshop.
To whom do the P2B rules apply?
The regulation focuses on providers of online intermediation services and search engines: platforms, marketplaces, app stores, and comparison sites that connect business users with consumers. A standard webshop that sells directly to consumers does not, in principle, fall under its scope; however, a platform that allows other entrepreneurs to sell does.
Transparent terms and rankings
Platforms must apply clear, pre-disclosed terms and conditions and announce changes in a timely manner. They must also explain which factors determine the ranking of offers and whether payment affects this. This way, business users know where they stand.
Internal complaints procedure and mediators
Larger platforms must have an internal complaint handling system. In addition, they must designate independent mediators in their terms and conditions to whom business users can turn in the event of disputes. This makes disputes faster and cheaper to resolve than going to court.
